Mismanagement?

The IAEA stressed that Tokyo should have used the convention after the earthquake and tsunami that damaged nuclear plant in Fukushima, a report which AFP has learned.

The Convention on Assistance in case of nuclear accident provides for cooperation between States and with the IAEA to organize aid, safety and communication as appropriate.

Japan has never implemented the agreement, denounced the IAEA in its report prepared on the basis of an expert visit to Japan in May

Security flaws

The country also has not properly implemented the principle recommended by the IAEA, for security measures at various levels against external threats, the report said.

Safety standards set by the IAEA, however, are not binding on member states.

The anti-tsunami, strengthened in 2002, have not been evaluated by the supervisory authorities, the IAEA still pin.

In a draft report, delivered in early June to members of the IAEA, the agency stressed that the risk of tsunami had been underestimated, but the reaction was praised as "exemplary" of the country to the disaster .In early June, the Nuclear Safety Authority (ASN) was in turn pinned "a collective failure in the field of nuclear safety" .

Technicians will have access to a second reactor

Tokyo Electric Power (TEPCO) has also announced it will open Sunday night with access to a second reactor at the Fukushima nuclear power plant accident in order to send the first teams of technicians on site.

In early May, workers had entered for the first time in the building of a reactor, the No. 1.  Eight of them are victims of excessive radiation .Measures had also been taken in the reactor 2, mid-May, revealing an even worse situation than expected .

On 11 March, a giant earthquake and tsunami devastated the northeast of Japan, heavily damaging the plant Fukushima Daiichi (No. 1).
